Pakistan’s encouragement of cross-border terrorism is still going strong, even as Indian forces continue to conduct rapid counter-terrorism operations in Jammu and Kashmir.

Pakistan is actively helping major terrorist groups rebuild the infrastructure that was destroyed during India’s recent Operation Sindoor, according to new intelligence inputs.

In the last 90 days alone, more than 15 terror camps and launchpads have reportedly come up across Pakistan-occupied Kashmir (PoK). According to intelligence sources, Pakistan’s Inter-Services Intelligence (ISI) and other government organizations are assisting in the reconstruction of these camps.

These organizations are not only sympathetic to the terrorists killed in Indian strikes but are now fully supporting efforts to resurrect their networks.

These terrorists, who have been severely impacted by Indian forces, are now using cutting-edge techniques and technologies to avoid detection and strengthen their militant capabilities.

Kel, Shardi, Dudhniyal, Athmuqam, Jura, Lipa Valley, Tandapani, Nayyali, Jankot, and Chakothi are among the important sites where the camps are being rebuilt.

According to reports, four launchpads along the Jammu region’s International Border—Masroor, Chaprar, and a drone Centre at Shakargarh—are also being reactivated. This time, terrorists based in Pakistan are avoiding concentration and dispersing over a larger area in order to avoid being discovered by Indian forces.

These terrorists fear more attacks from the forces because India has been claiming that Operation Sindoor is underway.

The terrorists are now constructing smaller camps that can house up to two dozen terrorists each in order to prevent widespread casualties. In the past, there were five times as many in a single camp. Sources claim that these terrorists’ movement patterns have also changed.

In order to use them as shields, they are now enlisting more women and children in their camps. Drones and surveillance equipment are used in the more technologically advanced training.

These camps are said to have satellite masking, radar camouflage, and other cutting-edge equipment, and they are situated in heavily forested areas.

The ISI has allotted more than PKR 100 crore to aid in this reconstruction, per intelligence assessments. Top leaders from the Jaish-e-Mohammed (JeM), Lashkar-e-Taiba (LeT), Hizbul Mujahideen (HM), The Resistance Front (TRF), and senior ISI officials have convened several strategy meetings since Operation Sindoor to develop new plans.

The terrorists are reorganising their operational leadership, acquiring new weapons, and attempting to recruit again in Jammu and Kashmir and Pakistan.

Despite the forces’ vigorous counterterrorism efforts, there has been a notable decrease in the number of new terrorist recruits in Jammu and Kashmir.
